Eve Chibor

Eve Chibor, MSN, APRN, PMHNP-BC, FNP-BC, CCRN, CNE, is honored to be the recipient of the 2026 Philip D. Raso Scholarship from Nurses Educational Funds. She is currently pursuing a Doctor of Nursing Practice (DNP) Executive at Johns Hopkins University. She earned a Post-Master’s Certificate as a Psychiatric Mental Health Nurse Practitioner (PMHNP-BC) from Johns Hopkins University, a Master of Science in Nursing as a Family Nurse Practitioner (FNP-BC) from George Washington University, a Bachelor of Science in Nursing from Chamberlain University, and an Associate Degree in Nursing from the University of the District of Columbia.

Growing up in Nigeria as the first daughter, Eve developed a strong sense of responsibility to care for others. Early experiences witnessing family members’ healthcare journeys fostered a deep appreciation for the impact of compassionate, knowledgeable nurses during vulnerable moments. Those experiences inspired her to pursue nursing as a profession that blends science, advocacy, and human connection. Over time, that commitment has evolved from individual patient care to improving the systems that shape patient care and the nursing profession.

Eve currently practices as a PMHNP and an FNP on the inpatient behavioral health service within INOVA Healthcare Systems, providing care for patients with serious mental illness (SMI) and medical comorbidities. Her dual certification enables an integrated approach to assessment, diagnosis, and treatment planning that supports holistic, evidence-based care. She also serves as Interim Lead Advanced Practice Provider, supporting workflow coordination, team communication, and initiatives that strengthen continuity of care and operational efficiency.

Eve is passionate about strengthening nursing at the bedside and beyond through education, leadership, and professional advocacy. As a Certified Nurse Educator (CNE), she has served as adjunct faculty, mentoring current and future nurses and bridging classroom learning with clinical practice. She currently serves as Leadership Succession Committee Chair at the Phi Epsilon Chapter of Sigma Theta Tau International Honor Society of Nursing and previously as President of the Nurse Practitioner Association of the District of Columbia (NPADC), advocating for the advancement of nurse practitioners and the profession. She participated in the American Nurses Association Hill Day on June 25, 2026, engaging policymakers on issues affecting nurses, patients, and healthcare. She continues to advance her leadership development through executive education, including the Harvard T.H. Chan Global Public Health Leadership Program.

Her decision to pursue the Johns Hopkins University DNP Executive Leadership program reflects a commitment to sustainable improvements in healthcare delivery. Alongside individual patient care, Eve seeks to strengthen clinical systems, support interdisciplinary teams, and advance evidence-based practice. Her doctoral capstone focuses on improving the identification and management of metabolic syndrome in patients receiving antipsychotic medications through standardized screening and evidence-based use of metformin. Inspired by her clinical experience and longstanding interest in metabolic health, this project aims to improve cardiometabolic outcomes of individuals living with SMI while promoting best practices among psychiatric providers.

Following graduation, Eve hopes to continue growing as a clinician, leader, and educator. Her long-term goal is to integrate clinical practice, leadership, and education to improve patient outcomes and strengthen healthcare and academic systems.

Receiving the Philip D. Raso Scholarship is an honor and investment in Eve’s future. Knowing that this scholarship was established to honor Philip D. Raso’s legacy by supporting nurses who demonstrate excellence in leadership and management makes this recognition especially significant. It supports Eve’s continued growth and reinforces her commitment to improving patient care, educating nurses, and advancing the profession through leadership, innovation, advocacy, and service.
